摘要
碳排放配额分配方法是碳交易市场运行的核心要素,是企业开展数据管理和排放管控的重要依据。简要概括了我国碳交易市场发展现状,详细阐述了油气管道企业碳排放管控边界以及碳交易试点地区碳排放配额分配方法,重点分析了油气管道企业碳排放配额分配方法的影响因素:管控边界、输送工艺、途径地形、油品属性等,提出历史排放强度法更符合当前管道企业排放管控工作,未来随着数据质量提升、分配方法研究成熟,逐步采用基准值法,并建议基准值的确定应建立在一定管输负荷率基础上。
Carbon emission quota allocation method is core elements of carbon market operation,and important basis of data management or emission control.The article simply summarize the current development course of China’s carbon trading market,concentrate boundary of oil&gas pipeline enterprises and Quota allocation methods in China’s pilot Carbon Market,analysis influence factor of allocation of carbon emission quota,including control boundary,transmission process,topography,crude oil properties,and advance that the historical emission intensity method is more in line with the current emission management and control work of oil&gas pipeline enterprises.In the future,the benchmark method will be gradually adopted with the improvement of data quality and the maturity of research on data allocation methods,and suggest that the determination of the benchmark value should be based on a certain pipeline load rate.
