摘要
矿产资源的合理配置,关键在于均衡各利益主体之间的关系,从而实现有效的生态补偿机制。基于演化博弈的视角,考察矿产资源开采企业和大地政府之间的博弈关系,引入中央政府激励约束机制作为参数条件,获得博弈最优稳定策略(政府监管,企业补偿),并基于此策略通过MATLAB动态路径图对矿产资源的动态策略进行进一步分析。在分析过程中通过地方政府和矿产资源开采企业之间的博弈结果发现,矿产资源开采过程中若单靠政府或企业均难以实现最有稳定策略,必须引入中央政府的激励约束机制作为参数条件加以实现。因此,在矿产资源开采过程中实现多元化、市场化生态补偿的基础上应以政府激励约束机制为基础,寻求各利益主体经济均衡,以期实现经济利益和生态效益的最优化。
In the process of rational allocation of mineral resources,the basis of ecological compensation lies in the balance of the relationships among the stakeholders.In this paper,based on the study of mineral resources exploitation in the perspective of evolutionary game,the game relation between enterprise and the government,through the introduction of the central government incentive constraint mechanism as a parameter condition realizes the optimal stable strategy game(government regulation,corporate compensation),and based on this optimal stable strategy of mineral resources through MATLAB dynamic path diagram of the dynamic strategy for further analysis.It is found that it is difficult for the government or enterprises to realize the most stable strategy in the process of mineral resources exploitation,and the incentive and constraint mechanism of the central government must be introduced as the parameter conditions to realize it.Therefore,on the basis of realizing diversified and market-oriented ecological compensation in the process of mineral resources exploitation,the government incentive and restraint mechanism should be taken as the basis to seek the economic balance of various interest subjects,so as to realize the optimization of economic interests and ecological benefits.
