摘要
老龄化时代我国的经济增长仍然有赖于人口红利的释放。高龄劳动者的人力资本投资体系变革是延续数量型人口红利、创造质量型人口红利的重要基础。当前我国高龄人力资本存在存量较低、投资效率不高、动力不足、资源缺乏等问题。为此,需要加快变革高龄人力资本投资体系,调整劳动就业和退休政策,推动政府、用人单位和高龄劳动者形成人力资本投资合力。
China’s economic growth in the age of aging still depends on the release of demographic dividend.The reform of the human capital investment system of the elderly workers is an important basis for the continuation of the quantitative demographic dividend and the creation of the qualitative demographic dividend.At present,there are some problems in our country,such as low stock,low efficiency of investment,lack of motivation,lack of resources and so on.Therefore,we need to speed up the reform of the investment system of human capital for the elderly,adjust the employment and retirement policies,and promote the government,employers and the elderly workers to form a joint force of human capital investment.
