摘要当前,世界各国面临的恐怖主义威胁有增无减,国际恐怖主义活动仍处于高发期,对中国境内恐怖分子的刺激和示范效应不容低估。恐怖主义在中国的存在有着复杂的社会背景,是境内与境外、历史与现实、网上与网下等多种因素相互交织、长期积累的结果。反恐怖实践表明,既没有"一蹴而就"的捷径可选,也没有"一劳永逸"的模式可供借鉴,必须从中国的实际国情出发,既需要制定与实践同步进行的反恐策略,也需要将宏观防控与微观防控相结合。要在客观分析当前中国面临的国内外反恐怖主义斗争态势与特点的基础上,充分发挥法律治理在反恐怖中的重要作用,科学构建反恐怖安全防范体系和社会化参与机制,全面提升反恐怖情报信息工作能力,深化反恐怖警务合作,推动反恐怖国际法律合作和刑事司法协助等。 At present, the terrorism threat faced by all countries in the world continues, and international terrorist activities are still in a period of high incidence. The stimulation and demonstration effect of terrorist forces in China should not be underestimated. With complicated social background, terrorism in China was the result of various factors of domestic and overseas, history and reality, online and offline, and also the result of long-term accumulation.The anti-terrorism practice shows that there is no shortcut to achieve the goal in one action, nor is there a model of "once and for all" for reference. We shall formulate an anti-terrorism strategy that is synchronized with practice, and combine macro prevention and control with micro prevention and control in line with China’s actual national conditions. Based on objective analysis of the current domestic and international anti-terrorism struggle situations and charteristics facing China, we shall give full play to the important role of legal management in anti-terrorism, scientifically construct anti-terrorism security system and social participation mechanism, comprehensively promote anti-terrorism intelligence information work ability, deepen anti-terrorism policing cooperation and promote international cooperation on anti-terrorism and criminal judicial assistance, etc.
