摘要
公共服务是推进治理现代化的微观路径之一。作为公共服务的主要供给者,地方政府在供给方面存在供不应求、供非所求、供给低效、供给不均等问题。优化地方政府公共服务供给,必须直面问题,破解影响公共服务供给的动力困境、能力困境、运行困境。为此,一要强化服务和法治观念、纠正激励机制偏差、强化外部压力,激发地方政府公共服务供给的动力;二要着力提升地方政府供给公共服务的财政能力、决策能力、管理能力,提高地方政府公共服务供给能力;三要强化评估监督效力、提高公共服务协作水平,改善地方政府公共服务供给运行环境。
Public service is one of the micro paths to promote the modernization of governance. As the main provider of public service,local governments have the problems of short supply,non-seeking,low efficiency and unequal supply. In order to optimize the public service supply of local governments,we must face the problems directly and solve the motive dilemma,ability dilemma and operation dilemma which affect the supply of public service. Therefore,first,we should strengthen the concept of service and rule of law,correct the deviation of incentive mechanism,strengthen external pressure,stimulate the power of local government’ s public service supply;second,we should strive to improve the financial ability,decision-making ability,management ability and local government’s public service supply ability of local government;third,we should strengthen evaluation and supervision effect,improve the level of public service cooperation,and improve the operating environment of local government public service supply.
