摘要
居民参与是社区发展、社区建设的核心议题之一,同时也是目前农村社区治理的主要瓶颈所在。通过对河南省的部分农村地区问卷调查发现,当前农村居民的社区治理参与度总体较低,其中政治参与度处于中等水平、网络参与仍处于起步阶段、文化参与严重不足。政治面貌、是否担任村干部、居民对村务公开的满意度、居民的社区认同感等因素与居民参与度呈显著的正相关关系,年龄则与居民参与度呈负相关关系。基于此,应当通过充分发挥基层党员和村干部的带动作用、贯彻村务公开制度、增强居民的社区认同感、积极鼓励老年人献言献策等途径提升农村居民的社区治理参与度。
Resident participation is one of the core issues of community development and community building,and it is also the main bottleneck of rural community governance.In order to understand the true degree of participation of residents in rural communities in China and its influencing factors,the research team conducted a questionnaire survey in some rural areas of Henan province.The study found that the current participation of rural residents in community governance is generally low,in which political participation is at a medium level,network participation is still in its infancy,and cultural participation is seriously inadequate.Political appearance,whether it is a village cadre,residents'satisfaction with village affairs disclosure,residents'sense of community identity and other factors have a significant positive correlation with residents'participation,and age is negatively correlated with residents'participation.Based on this,we should enhance the participation of rural residents in community governance from giving full play to the leading role of grassroots party members and village cadres,implementing the open system of village affairs,enhancing the sense of community identity of residents,and actively encouraging the elderly to offer advice and suggestions.
