摘要
情报属性问题研究历时已久,目前尚无定论。本文提出“事实是情报的基本属性”新说,并根据事实属性对情报多要素构成现象作出理论阐释,然后构建基于事实属性的情报一体观。一切事实都是经主体感知的“经验事实”,情报和事实属于认识论范畴,两者具有相通性。在情报活动中,事实发挥基础性、决定性作用。基于事实属性,对情报具有事实、信息、知识、数据等多种表现形式这一现象,可以作出合理解释:因为它们都源于事实,是对事实不同方式的反映。因此,以事实为始端,以情报为终端,数据、信息、知识等为事实向情报转化的中介,这样就可以构建基于事实属性的情报一体观。
The study of intelligence attributes has been going on for a long time,but there is no consensus achieved.This paper puts forward the new view that fact is the important attribute of intelligence,theoretically explains the multi-element composition of intelligence according to the factual attribute,and constructs an integrated view of intelligence.All facts are“empirical facts”perceived by the person.Both intelligence and fact are epistemological categories,and they are compatible.Fact plays a fundamental and decisive role in intelligence activities.According to the factual attribute of intelligence,it can be theoretically explained that intelligence has a variety of manifestations such as fact,information,knowledge,data and other forms,because they are all derived from facts and reflect different aspects of facts.Therefore,the integrated view of intelligence can be constructed,with fact as the starting point,intelligence the end,and data,information and knowledge intermediaries between fact and intelligence.
