摘要
公安管理学科是公安学一级学科的重要组成部分,对解决和回应我国公安管理现实问题具有重要意义,但学界对其生成和生长逻辑缺乏系统梳理与分析。公安管理学科存在属性不定、研究层次不明,学科定位模糊、研究边界不定,发展遵循逻辑不清、持续生长路径驱动乏力,人才培养体系不全、职业化与专业化之间匹配失调等问题。解决该问题的关键在于厘清公安管理学科的生成逻辑,解构公安管理学科的生长逻辑。公安管理学科合法性和研究范式共同构成对该学科生成逻辑的支撑,而学科研究范式是解决学科定位、学科研究边界以及学科认知等诸多问题的"源头活水"。"中核西制"研究范式在一定程度上较为清晰地为公安管理学科研究"中国特色公安管理实践本质场域"的学科定位提供了本源逻辑指向,为公安管理学科借鉴西方先进理论体系建构本学科理论框架提供了较为明确的方法论。公安管理学科建设者和发展者不仅需要从学科合法性与"中核西制"视域"仰视"目前学科发展中的问题及危机,提升学科生成和生长逻辑剖析的"审视格局",还需要利用"中核西制"研究范式"俯视"公安管理学科知识生产、学科理论建构以及学科人才培养等路径发展的本质规律,最后以"中核"为统领、以"西制"为辅助,基于行动主义解决其学科研究范式辐射域内的教师、教学和学生发展等相关具象问题。
As an essential part of public security discipline,public security management discipline is of great significance to solve problems in public security management,but the academic community does not have a comprehensive analysis of its origin and development.This discipline faces challenges,such as undefined disciplinary nature,research level,disciplinary orientation and research boundary,confusing logic of development and weak momentum,incomplete personnel training system,and mismatch between professionalization and specialization.The key to these challenges is to clarify the origin and development of public security management discipline.Both the disciplinary legitimacy and the research paradigm demonstrate the disciplinary origin,and the disciplinary research paradigm is a fundamental approach to these problems.The"Chines core,Western Theories"research paradigm provides a clear logical basis for the disciplinary orientation of"practical essence of public security management with Chinese characteristics",and a clear way to construct its theoretical framework based on western theories.Researchers should find not only problems and crises in current disciplinary development from the perspective of disciplinary legitimacy and the"Chines core,Western Theories"research paradigm,but also laws of knowledge production,theoretical construction and personnel training in order to solve teaching-related problems based on behaviorism.
