摘要
“后陈经验”由“治村之计”上升为“治国之策”,为我国推动乡村治理现代化,提供了一份宝贵的浙江样本。新时代“后陈经验”是以党的领导为根本、以民主监督为核心、以治理有效为目标的基层群众自治机制。但是,在“后陈经验”的推广过程中,出现监督异化、虚化、分化、软化、弱化等问题。新时期坚持和发展“后陈经验”,需要从发挥村务监督有效性的角度入手,因地制宜,立足乡村振兴,充分挖掘和发挥村庄的内生和外源动力,为无法正常运作的基层监督组织注入活力。
“Houchen Experience”has been upgraded from“Rural Governance Plan”to“governing strategy”,which has provided a valuable sample of Zhejiang for China to promote the modernization of rural governance.“Houchen Experience”in the new era should be grassroot-level self-administration mechanism based on the Party’s leadership,cored around democratic supervision and targeted with governance effectiveness.However,in the process of“Houchen Experience”promotion,there are problems with supervision alienation,futility,differentiation,softening and weakening.To adhere to and develop the“Houchen Experience”in the new era,it is necessary to start from the angle of exerting the effectiveness of village supervision,adjust measures to local conditions,base on rural revitalization,fully exploit and give play to the endogenous and exogenous power of the village,and inject dynamism into the grass-root supervision organizations that cannot operate normally.
