摘要
从组织原型理论分析,村委会组织原型作为"治理有效"的组织形态,但在民主形式上存在缺陷。村委会法制建构形态是"民主推广"的组织形态,却有村庄治理功能上的缺陷,两种组织形态均无法完全兼容另一功能,导致村民自治空转。而单独的政府对乡村治理的资源输入未能阻止村民自治空转的蔓延。针对乡村治理实践上的空转问题,党的十九大将"治理有效"确立为新时代中国特色社会主义乡村治理新的目标要求,指明了乡村治理理论与实践探索的方向。区域性创新案例研究表明,"四个民主"中各个民主权利的组织化落实与程序化运作是实现乡村治理"民主推广"与"治理有效"功能融合的路径。研究解析了村民自治空转的根本原因,重新定位了政府在乡村治理中的主导作用,探究了新时代乡村治理体系的实现路径,对于推进当前我国乡村治理的学术思想、制度设计、体系构建有一定的作用。
According to the organization prototype theory,the prototype of village committee is an organizational form of"Effective Governance",but it lacks of democracy.And the institutionalization of village committee is an organizational form of"Democracy Promotion",but it has defects in the function of village governance.The two forms mentioned above can’t be compatible,which results in the idling of Villager selfgovernance.The simple government’s input of resources to the villages fails to prevent the spread of idling.Against this background,the 19 th CPC National Congress established Effective Governance and Democracy Promotion as the goal of village governance socialism with Chinese characteristics in the new era,which guides directions for the theoretical and practical exploration of village governance.The case study of regional innovation shows that the organizational implementation and procedural operation of all democratic rights in the Four Democracies are the ways to achieve the integration of"Democracy Promotion"and"Effective Governance"function in village governance.This study analyzes the root cause of the idling of villagers’selfgovernance,defines the role of governments in the construction of village governance,explores the realization path of the rural governance system in the new era,which has a certain effect on the advance of academic thoughts,institutional design and system construction in Chinese village governance.
