摘要
目的研制用于军队卫生监督现场工作的计算机软件系统,供军队卫生监督员开展卫生监督和卫生保障工作时使用。方法根据国家军队法规规章,结合多年卫生监督工作经验,建立标准化业务流程,制定军队卫生监督信息化指标体系和数据流程,构建业务模型、功能模型和管理模型;以通用平板电脑为终端设备,采用软件工程技术开发专用软件。结果研发的军队卫生监督现场执法信息系统可应用于安装Windows操作系统的电脑,具有现场检查评分、现场取证、卫生处理处罚、执法文书制作打印、被监督单位信息管理、政策法规查询和应急处置现场调查指导等功能。讨论所研制的信息系统可满足军队卫生监督员现场执法工作的业务需求,有助于提高军队卫生监督执法工作的效率和规范化水平。
Objective To develop a specific health management information system(HMIS)running on tablet comput ers to improve the quality of services in routine hygienic supervision of PLA.Methods In line with experience from years of field activities,and based on the hygienic rules and regulations of PLA,a set of standards of protocols was established,consisting of models for workflow,function,and information management.As per software engineering technology,a spe cific HMIS on distributed and portable equipment for health supervision was also developed.Results The portable equipment was composed of tablet computers and portable printers,featuring Windows platform.The functional modules covered field inspection and assessment,forensic sample preparations,administrative directives and penalties,printout of executive orders,historical data search and retrieval with proactive alerts and prompting,and guidelines of emergency re sponse for faster decision making.Discussion The web based user friendly portable HMIS can fully meet the require ments of field health supervision.The persistent and real time data sharing can improve the efficiency and quality of routine health supervision in PLA.
