摘要
数字教育资源公共服务机制建设既是教育行政部门的重要职责,也是新时代教育信息化工作的重点内容.基于此,文章首先通过对1997~2018年数字教育资源公共服务相关政策文本的分析,勾画出数字教育资源公共服务机制中资源建设机制、资源服务机制、资源评价机制的演变路径,揭示了数字教育资源服务机制演变的内在逻辑;随后,文章从需求、职能和评价三个方面,阐述了数字教育资源公共服务机制建设的新内涵,并分析了其持续发展面临的挑战;最后,文章提出了数字教育资源公共服务机制的发展策略.文章的研究对改进数字教育资源公共服务具有一定的价值,可为数字教育资源公共服务机制的科学化、制度化建设提供参考.
The construction of public service mechanism of digital educational resources is not only an important responsibility of educational administrative departments, but also a key content of education informationization in the new era. Based on this, this paper firstly analyzed the policy texts related to the public service of digital education resources from 1997 to 2018, outlined the evolution paths of resource construction mechanism, resource service mechanism and resource evaluation mechanism in the public service mechanism of digital education resources, and revealed the internal logic of evolution of service mechanism of digital education resources. Then, the new connation of public service mechanism of digital education resources was expounded, and the challenges faced in its sustainable development were analyzed. Finally, the development strategy of public service mechanism of digital educational resources was proposed. The research of this paper had certain value to improve the public service of digital education resources, and provided reference for the scientific and institutionalized construction of it.
