Reduction Prospect after 2020: Practice and Research Turn of Precision Poverty Alleviation——A Series of Prospective Explorations on Poverty Reduction and Development in China after 2020

摘要随着精准扶贫方略在脱贫攻坚战实践进程中的纵深推进,学术界也对其给予积极的学理回应,关于精准扶贫实务问题的反贫困理论建构逐渐成为不同学科专业领域的关注热点之一。本文试图从学术界有关精准扶贫的内涵界定、研究侧重点、政策设计、实践典型经验、研究主要成效和重点难点问题以及对策建议等方面取得的成果,较为全面地对2015—2018年间精准扶贫问题的研究进展进行梳理分析。通过文献分析和精准扶贫方略实践经验,对2020年后中国减贫与发展面临的新形势进行预测,指出相对贫困问题研究、防止返贫和可持续脱贫研究、乡村振兴研究、城乡低收入群体研究、教育培训与医疗健康研究、特殊群体社会救助与社会保障研究、城乡居民生活质量研究、城乡居民内生发展能力研究、减贫与发展国际合作研究等方面应是2020年后减贫与发展的理论研究和战略实践的重点方向。 Along with the deepening of the targeted poverty alleviation strategy in the process of the practice of poverty alleviation,academic circle has also given a positive theoretical response,and the construction of anti-poverty theory on targeted poverty alleviation practice has gradually become one of the hotspots of attention in different disciplines and professional fields.This paper attempts to sort out and analyze the research literatures of targeted poverty alleviation from 2015 to 2018,from the definition of targeted poverty alleviation,the focus of targeted poverty alleviation research,the design of targeted poverty alleviation policy,the typical experience of targeted poverty alleviation practice,the main results of targeted poverty alleviation,the key and difficult points of targeted poverty alleviation,and the suggestions of targeted poverty alleviation countermeasures,for a comprehensive review of the past four years on the targeted poverty alleviation in academia.Through literatures analysis,points out the research on relative poverty,prevention of returning to poverty and sustainable eradication of poverty,rural revitalization,urban and rural low-income groups,education,training and health care,social assistance and social security for special groups,quality of life of urban and rural residents,endogenous development capacity of urban and rural residents,poverty reduction and international cooperation in poverty alleviation and development research and so on should be the focus of theoretical research and strategic practice on poverty reduction and development after 2020.
