摘要
实施创新驱动发展战略,必须与地方发展情境相适应。在创新驱动发展战略基本特点的基础之上,分析创新驱动发展战略与地方发展情景相匹配的耦合机制,包括耦合目标、耦合动力、耦合运行方向、耦合途径,指出存在的耦合误区。研究指出创新驱动发展战略应与地方实际的发展状况进行耦合,协调各耦合要素之间的关系,激励全社会参与创新驱动发展,协调政府、市场、社会力量,重视创新文化、创新环境与创新评估治理。
The implementation of innovation-driven development strategy must adapt to the development status of local areas. Based on the basic characteristics of the innovation-driven development strategy, this paper analyses the coupling mechanism between the innovation-driven development strategy and local development status. This coupling mechanism consists of coupling object, coupling propulsion, coupling operation direction, amd coupling path. It is put forward that the innovation-driven development strategy should couple with the local real development status, and the local government should coordinate the relationship between the coupling elements, motivate the whole society to participate in the innovation-driven development, coordinate the role of government, market, society, and give importance to building up innovative culture, innovative environment, and the appraisal and governance of innovation.
