摘要
中欧区域合作组织维谢格拉德集团的成立和发展与冷战结束后欧洲地缘政治变化和欧盟东扩进程紧密相连。无论是在入盟前还是入盟后,制度化程度低、合作松散、不对称性突出的维谢格拉德集团,都表现出是一个不太稳定的合作平台。2008年国际金融危机后,维谢格拉德集团开始聚焦一些优先合作领域,在贯彻落实优先合作议题的过程中,成员国之间的互动强度和协同能力以及合作的连贯性明显加强,为其在欧盟层面实现共同利益获得更大的空间。在外部压力和共同利益诉求的推动下,它愈益发展为中欧地区最富有成效和最具影响力的区域合作组织。同时在某种程度上也对欧盟的价值观政治正确性等发出挑战,从是否符合自己利益诉求的角度来看待欧盟的政策和安排,开始寻求适合自己的发展道路。
The establishment and development of the Visegrad group go hand in hand with the geopolitical changes in Europe and the eastward expansion of the EU after the end of the Cold War. Both before and after its accession to the EU,Visegrad group, with low institutionalization, loose cooperation and prominent asymmetry, showed itself to be an unstable platform for cooperation.After the 2008 global financial crisis, Visegrad group began to focus on some priority areas of cooperation. In the process of implementing the priority cooperation topics, the interaction strength, synergy and cooperation coherence among the member states were significantly strengthened, so as to gain more space for them to realize common interests at the EU level. Driven by external pressure and common interests, Visegrad gourp has increasingly developed into the most effective and influential regional cooperation organization in Central Europe. At the same time, to some extent, it also challenges the political correctness of the values of the EU, evaluating the policies and arrangements of the EU from the perspective of its own interests, and trying to seek a development path suitable for itself.
