摘要
传统的城市轨道交通PPP项目风险评价,主要针对项目环境、技术等客观事件风险,忽略了对项目主体行为等因素引起的主观事件风险的评价。由于城市轨道交通PPP项目主体行为是决定项目成功与否的关键因素之一,因此项目主体行为问题研究在项目管理中就占有越来越重要的地位。本文在界定城市轨道交通PPP项目主体行为风险概念的基础上,应用文献统计、专家咨询等方法,识别城市轨道交通PPP项目主体行为风险,构建基于模糊集和物元理论相结合的城市轨道交通PPP项目主体行为风险评价模型。实例验证了所构建的评价模型的有效性和适用性。本文研究可以有效指导城市轨道交通PPP项目风险管理实施,促进城市轨道交通PPP项目取得成功。
The risk assessment of traditional urban rail transit PPP projects focused on objective event risks such as project environment and technology,and ignored subjective event risks caused by some factors such as project subjective behavior.However,the subjective behavior of urban rail transit PPP project is one of the key factors determining the success of the project and the study of project subjective behavior issues plays an increasingly important role in project management.The concept of the subjective behavior risk of urban rail transit PPP project was defined in this paper;the subjective behavior risks of urban rail transit PPP project were identified by using literature statistics,expert consultation and other methods;and the subjective behavior risk assessment model for urban rail transit PPP project was constructed based on fuzzy set and matter-element theory.The example verified the validity and applicability of the model.This paper can effectively guide the implementation of risk management of urban rail transit PPP projects and promote the success of urban rail transit PPP projects.
