China-France Relationship in Africa under the Interaction of “Multiple Variables”

摘要法国和中国是发达国家和新兴国家中与非洲关系最为密切、在非洲影响最为广泛的两个域外大国,两国各自与非洲关系亦堪称是北南合作与南南合作的范例。法国曾经是非洲最大的殖民宗主国,与非洲关系源远流长、在非洲利益盘根错节,至今仍持有浓重的“非洲情结”,将非洲视为自己的禁苑。中国在非洲活动虽然起步较晚,却在21世纪大国在非洲新一轮竞争中赢得“战略主动”,而且“走进非洲”的步伐强劲,大有后来居上之势。鉴于法国与非洲特殊的关系,随着中国在非洲活动的增加,使得两国在非洲利益发生摩擦,碰撞甚或冲突的几率上升。目前,中法两国互为在非洲最为主要的“利益攸关方”,亦可谓互为最大的竞争对手,两国在非洲关系实质上是新兴大国与守成大国如何在非洲相处的问题。从趋势上看,在全球化与多极化这两大时代潮流不发生根本性逆转的情况下,中法各自与非洲关系、中法彼此在非洲关系、中法两国战略关系以及中法各自综合实力此长彼消与国际体系变迁等“多重关系”的交互作用,仍然是影响中法在非洲关系变化的重要因素,同时也是观察、研判中法在非洲关系走势的重要视角。 France and China are the two major extra-regional countries with the closest ties to Africa and the most extensive influence in Africa.The two countries’ relationships with Africa are regarded as the models of North-South and South-South cooperation respectively.As the past largest colonial master of Africa,and with a long history of relations and a complex interest in Africa,France nowadays has been holding an even stronger “sentiment of Africa” and regarding Africa as its own backyard.Despite its relative late arrival in Africa,China has won the “strategic initiative” in the new round of competition in Africa among world major powers in the 21 st century.China ’ s ever-growing strong paces towards Africa would guarantee its relative advantages in Africa.Concerning the special relationship between France and Africa,the strengthening ties between China and Africa would lead to a high possibility of collision or even conflict of interests between France and China.By now,the relationship between France and China,who mutually labeled each other as the most important “stakeholder” in Africa,is essentially the relationship between the traditional player and the new comer.Under the circumstances that the trends of globalization and multi-polarization would not be fundamentally reversed,“multiple variables” including France-Africa and China-Africa relations (micro), France-China relations in Africa (medium),and China-France strategic relations (macro),together with the change of strength comparison between China and France as well as of the international system,are not only the important factors affecting changes of China-France relationship in Africa,but also important perspectives on observing and judging its trend.
