摘要
[目的/意义]安全情报素养这一新概念的提出及其相关研究,对开辟图情科学与安全科学交叉领域的新研究领域(即安全情报素养研究领域),以及对安全素养促进和安全问题的解决具有重要的实践意义。[方法/过程]阐述总体国家安全观背景下安全情报素养的必要性,基于安全信息素养与情报素养的定义对安全情报素养这一概念进行定义,并明晰其与安全信息素养的区别;之后阐述其基本构成要素,并基于此构建安全情报素养体系理论模型并阐述其内涵。[结果/结论]研究发现,安全情报素养作为安全行为干预及安全素养促进的关键点,应是新时代总体国家安全观背景下,图情科学与安全科学交叉领域的一个重要概念。安全情报素养概念的提出及其相关问题研究可为未来安全情报素养研究与实践奠定坚实的理论基础。
[Purpose/Significance] The proposition of the new concept of safety-related intelligence literacy and its related research are of great practical significance for creating a new research field (i.e. the research field of safety-related intelligence literacy) in the interdisciplinary field of Library & Information Science and Safety Science, and promoting safety literacy and solving safety problems.[Method/Process] The necessity of Safety & Security intelligence literacy under the background of overall national security concept is elaborated. Based on the definition of safety-related information literacy and intelligence literacy, the concept of safety & security intelligence literacy is defined and its basic elements are elaborated firstly;then the theoretical model of safety & security intelligence literacy system is constructed and its connotation is elaborated.[Result/Conclusion] It found that safety-related intelligence literacy, as the key point of safety behavior intervention and safety literacy promotion, should be an important concept in the cross-field of information science and safety science under the background of the overall national security concept in the new era. The concept of safety-related intelligence literacy and its related research can lay a solid theoretical foundation for the future study and practice of safety-related intelligence literacy.
