摘要
渔民持续增收是检验渔业发展政策适应性的重要指标之一,探讨渔业政策对于促进渔民收入增长的影响作用具有重要的现实意义。借助1978—2017年渔民收入、水产品产量以及国家级渔业政策等指标,利用多元线性回归模型,分析了国家级渔业政策对渔民收入增长的影响程度。研究结果显示,水产品产量对渔民收入增长呈现正向影响作用,其弹性为1. 385;1985年、1997年和2013年发布的国家级渔业政策对于渔民收入增长也呈现正向影响作用,其弹性依次为0. 491、0. 456和0. 902,可见2013年发布的国家级渔业政策对渔民收入影响力最大。在渔业倡导"减量增收"的背景下,国家级渔业政策的支持效应对于促进渔民增收显得至关重要。
The continuous increase of fishermen’s income is one of the important indicators to test the adaptability of fishery development policies,and it is of great practical significance to explore the impact of fishery policies on the growth of fishermen’s income.Using the indicators of fishermen’s income,output of aquatic products and national fishery policies from 1978 to 2017,the multivariate linear regression model was used to analyze the impacts of national fishery policies on the income growth of fishermen.The results show that the output of aquatic products has a positive impact on the growth of fishermen’s income,and its elasticity is 1.385.The national fishery policies issued in 1985,1997 and 2013 also have a positive impact on the growth of fishermen’s income,and its elastic values are 0.491,0.456 and 0.902 in order.It can be seen that the national fishery policy released in 2013 has the greatest impact on fishermen’s income.In the context of fisheries advocating“reduce production and increase income”,the support effect of national fishery policies is crucial to promote the increase of fishermen’s income.
