摘要
将财务风险预警理论引入可行性缺口模型,计算财务数据对轨道交通PPP项目可行性缺口补助的敏感性系数,以此来识别城市轨道交通项目运营期风险控制的主要对象。通过对青岛地铁4号线PPP项目的实例分析,验证该方法的可行性和科学性,并根据风险分担原则确定风险分担机制。
This paper introduces the financial risk early warning theory into the viability gap funding model,and calculates the sensitivity coefficient of the financial data to the viability gap funding of urban rail transit PPP project to identify the main target of the risk control of the urban rail transit project during the operation period. Based on the analysis of the PPP project of Qingdao metro line 4,verifies the feasible and scientific aspect of the method,and determines the risk sharing mechanism according to the risk sharing principle.
