摘要
老旧小区整治改造作为一项惠民工程,以财政补助资金为支持,最终目的是满足人民日益增长的美好生活的需要。本文通过分析山东省老旧住宅小区改造的现状,在参考相关政策文件和文献的基础上,构建了山东省老旧住宅小区综合整治改造绩效评价指标体系,利用此指标体系评价老旧小区整治改造专项资金的使用效率,分析老旧小区改造项目以及财政资金运行过程中存在的问题,及时总结相关经验并提出对策建议,进一步推动老旧小区的改造工作,为相关部门决策、管理提供参考依据。
As a benefiting project, the reconstruction of old housing and residential areas is supported by fiscal subsidies. The ultimate goal is to meet people's growing needs of better life. Based on the relevant policy documents and literatures, this paper analyses the status quo of the reconstruction of old housing and residential areas in Shandong Province, and constructs a performance evaluation index system for the comprehensive reconstruction of old housing and residential areas in Shandong Province. Using this index system to evaluate the reconstruction of old housing and residential areas, this paper analyzes the efficiency of the special funds and problems in the operation of fiscal funds, proposes countermeasures to further promote the transformation of old communities, and provides reference for decision-making and management of relevant departments,
