摘要
首先分析全面推进老旧小区改造(旧改)的背景及原因,明确旧改的概念,总结国内外改造经验,分析目前旧改现状。然后,阐述综合效益的生成及影响因素,选取适当的指标,利用系统动力学原理构建仿真模型,探究运行的过程并分析存在的问题。示例项目的结果显示,虽然旧改的综合效益良好,但整体经济效益不佳。最后,为提高其综合效益,提出加强顶层设计、完善运营模式、拓宽融资渠道等优化建议。
Firstly,this paper analyzes the background and reasons of the comprehensive promotion of the old residential reconstruction,clarifies its concepts,summarizes renovation experiences at home and abroad,and analyzes current status of the old residential reconstruction.Then,expounds the generation and influencing factors of comprehensive benefits and constructs a simulation model by using the principle of system dynamics to explore the operation process and analyze the problems.It shows that although the comprehensive benefits of the old residential reconstruction are good,the overall economic benefits are poor.Finally,proposes optimization suggestions such as strengthening top-level design,improving operation mode and broadening financing channels to improve the comprehensive benefits.
