摘要
针对当前小型农田水利设施治理面临的问题,在系统梳理已有研究进展的基础上,从产权的内涵出发讨论小型农田水利设施产权改革的核心问题在于保障收入权,提出目前小型农田水利设施改革思路应从界定所有权转向保障收入权,并以浙江省德清县等地为实际案例进行分析,提出相关建议。
Regarding the issues related to small on-farm water structures and facilities,discussions are made on the connotation of property right and fundamental problems,with considerations on reform of ownership system based on systematic review and comprehensive studies.It suggests to secure the income right of the owner despite of specifying the property right.Recommendations are given based on evaluation of typical case of Deqing County in Zhejiang Province.
