摘要
市场与政府是人们配置资源的两种制度安排。自20世纪80年代中后期,中国开始了市场化取向的水利体制改革,同时,国家逐渐减少了对农田水利的投入。但结果是,由于市场失灵和国家缺位,乡村水利供给严重不足。因此,校正市场失灵与政府缺位现象是完善农田水利供给机制,缓解当前困境的根本出路。
The market and government are two kinds of systems that allocate resources. Since the middle and later periods of the 1980's, China has begun the market-oriented hydraulic engineering system reform. At the same time, the country has reduced the investment in the rural hydraulic engineering gradually. But the result is, because of the malfunction of markets and the absence of government, that the rural hydraulic engineering investment is seriously insufficient. So, correcting the phenomena of the malfunction of markets and the absence of government is the ultimate outlet for the completion of the rural hydraulic engineering and alleviation of the present predicament.
