摘要
政策研究的目的是为了理解国家机构、政治人物及公众之间的互动过程。为了便于理解这个互动,一系列的补充性理论在这40多年间已经发展起来。文章回顾了近来已建立的政策过程理论学说,这些理论大多在2011-2012年间建立。另外,学说所发展的理论已得到认同,新的政策过程理论还有待商榷。本次回顾发现已有理论在此期间生成了实质性的学说,并且这些已有理论是政策研究中许多近期思想的出发点。
The object of policy research is to understand the interaction among the machinery of the state,politicians and the public.To facilitate this understandingof this interaction,a number of complementary theories have been developed in the course of more than two decades.This article reviews the theories of the policy established recently,which were mostly published in 2011 and 2012.In addition,scholarship extending these theories is identified,but new theories of policy process are debatable.This review finds that the established theories have generated substantive scholarship during the period under review,and have also been the springboard for lots of recent thinking in policy research.
