摘要
在充分调研基础上,合肥市强化顶层设计,推进体制机制建设。一次性普查获取市区市政道路下各类地下管线、综合管廊、人防坑道及河道等数据,建成地下管线数据库和综合管理信息系统。实施"两管控一服务",推动地下管线竣工测量展开;开展全面修补测,实现管线竣工测量与普查的有效衔接,建立了地下管线数据动态更新机制。在竣工测量监管、信息成果利用和数据保密方面积极探索和创新,取得预期成效,有力推动地下管线建设管理工作。
On the basis of sufficient research,the top-level design was strengthened and the construction of system and mechanism was promoted in Hefei.The data of under ground pipelines,comprehensive pipeline corridors,civil air defense tunnels and river courses under municipal roads within493square kilometers of Hefei were obtained by one-off census.The underground pipeline database and comprehensive management information system were established;The implementation of"two control and one service"has promoted the completion of underground pipeline survey;The effective connection between pipeline completion and general survey is realized through supplementary survey,the data of underground pipelines were updated dynamically.It has actively explored and innovated in supervision of completion survey,utilization of achievements and date secrecy,good results have been achieved to effectively promote the construction and management of underground pipeline.
