摘要
通过实地调研与文献研究,分析亚热带地区国有林场可持续经营存在的问题,结果表明:国有林场生产经营水平低、社会支持较少、政府管理及政策待完善是产生林地林权有争议、林下经济发展差、人才队伍建设水平待提高等问题的主要原因。故,从政府、社会、林场三方面提出促进国有林场可持续经营的针对性对策。
⑴Background--Subtropical forest regions is an important part of forest resources in China,and the management mode of state-owned forest farms is an important forest management mode in subtropical forest regions.Therefore,the sustainable management of state-owned forest farms in subtropical regions has an important impact on the development of forestry in China.In order to improve the management level of state-owned forest farms in China,a series of reforms and policy adjustments have been carried out.⑵Methods--By using the methods of literature study and field investigation,the current management status of state-owned forests and state-owned forest farms at home and abroad was sorted out,and the problems and difficulties in the sustainable management of state-owned forest farms were analyzed.The paper also investigated the production,operation and management activities of state-owned forest farms in the representative S state-owned forest farm in Fujian Province,and participated in the small-scale survey of forest farms and recorded the relevant information of the forest farms.Through interviewing forest farm principals,forest farm staff,forest farm neighboring residents and forestry department officials,questionnaires were distributed to the different departments of state-owned forest farm so as to collect various data involved in the study.Based on the useful management experience of foreign state-owned forests and state-owned forest farms,countermeasures were found out by combining with the status quo and research situation of state-owned forest farms.⑶Results--Through field investigation and literature research,the following problems were found:disputes over the ownership of some forest land,lagging management concepts,poor ecological diversity,large area of forest damage,low development level of under-forest economy,lack of forest certification,low level of informationization and mechanization and heavy historical burden.From the perspective of government,theses problems are due to insufficient financial input,inappropriate positioning of forest farm management policies,repeated policies,imperfect laws and regulations,and lagging construction of infrastructure.From the perspective of state-owned forest farms,theses problems are due to the failure to actively change their business philosophy,backward management concepts,extensive production technology,unreasonable forest resources structure,low forest stand quality,rigid operating mechanism,lack of communication with neighboring communities and society,less social support,and strict personnel management mode of institutions and so on.⑷Conclusions and Discussions--The sustainable management of state-owned forest farms investigated is good,but there are still some problems that hinder the sustainable management of state-owned forest farms.According to the actual problems and shortcomings of sustainable forest management,the paper puts forward some countermeasures from three levels of government,society and forest farms to promote the sustainable management of state-owned forest farms.Forest farms should improve the quality of forest cultivation,change the management concept of forest farms,deepen the development of human resources,control the development trend of forestry,vigorously develop the under-forest economy,improve the cultural development of forest farms,explore the construction of mechanization and informationization;society should respect and safeguard the rights and interests of forest farms,enhance people s sense of closeness to forest farms,and encourage social capital to participate in the construction of new forest formats such as forest rehabilitation;government should deepen the reform of state-owned forest farms,increase policy and financial support,strengthen the guidance of forestry work,build a contingent of forestry talents,help the construction of infrastructure and informationization of forest farms,and deal with the historical burden of forest farms.
