摘要
以儿童权利的精神关照学前教育财政政策,能够让政策"人性化",走出政策无视或歪曲儿童的误区,能够让政策更具有伦理基础和合法性并服务于教育正义与文明社会的构建。以儿童权利视角来看,学前教育权是儿童权利的重要组成部分,学前教育过程中充盈着彰显儿童权利的机会,学前教育权的获得奠定了儿童其它权利实现的基础。因此,权利导向的学前教育财政政策应遵循以下的基本价值取向:儿童为本,确保儿童利益最大化;强调充足,保障学前教育权利的落实;突出公平,努力实现学前教育权利人人享有。
Reflecting the ECE finance policy based on the theory of children’s right will help to humanize the policy,avoid the policy lost in the“no child”maze,improve the legitimacy of the policy,and serve for the construction of education justice and civil society.From the perspective of children’s right,the right to ECE is a dispensable component of children’s rights.Opportunities to fulfill children’s rights can be found easily in the process of early childhood education.Besides,ensuring the right to ECE is the prerequisite to realizing other children rights.The rights-oriented ECE finance policy shall convey the following values:taking children as the primary aim,ensuring the maximum benefits of children;underscoring the adequacy of public funding resource,and emphasizing the equity of the resource allocation.
