摘要
在中共十九大提出乡村振兴战略的指导下,特色小镇建设得到快速发展。文章综述了特色小镇建设中的土地流转现状;分析了特色小镇建设中的土地规划不足、乡村土地流转风险、以及工业化的土地流转中资源配置失当问题;并提出创新特色小镇各项扶持政策,以期推动特色小镇的长期发展和农业的产业振兴。
On the strategy of rural revitalization in the report of the 19th National Congress of the CPC,the construction of Characteristic Towns in Jiangsu Province has developed rapidly.The paper expounds the current situation of land circulation in the construction of Characteristic Towns in Jiangsu.It analyzes which land planning is inadequate in the construction of characteristic town,discusses the risk of rural land transfer,and analyzes problems which the allocation of resources are improper in rural land transfer in the industrialized.It puts forward various supporting policies which innovate the development of characteristic towns,in order to solve the long-term development of characteristic towns characteristics and industrial revitalization of agriculture.
