云南边境山区少数民族农户贫困评价与治理--基于风险冲击和生计资本的调查被引量：2

Poverty Assessment and Governance of Minority Farmers in Border Mountainous Areas of Yunnan——Based on the Investigation of risk Impact and livelihood capital

摘要消除贫困,促进贫困地区居民可持续发展是政府工作的重要目标。本文利用云南边境5县居于口岸或边界线附近的15个山区少数民族村(农场)实地考察和入户调研数据,从风险冲击和生计资本视角,对特定场域和特殊农户的贫困问题进行了评价分析,提出云南边境山区少数民族农户生计方面还存在医疗教育堪忧、对土地依赖大、农业投入产出低,组织化经营水平低、基础配套设施不健全、灌溉条件差、农产品市场信息获取渠道不畅、跨境贸易不发达等问题,并基于这些问题提出了促进云南边境山区少数民族农户贫困治理和扶贫开发的对策建议。 Poverty is the people's livelihood issue that the party and the state have long been concerned about and urgently need to solve.The elimination of poverty and the promotion of sustainable development of residents in poor areas are important goals of government work.Based on field investigation of 15 mountainous ethnic minority villages(farms)near the port or border line in 5 counties of Yunnan border areas,we evaluation of specific field and special farmers’poverty from the perspective of risk impact and livelihood capital.The study found that the material living and housing conditions are improved significantly,the application rate of small machinery was larger,and the health level of the region with good economic conditions was higher.But healthcare and education are worrying,big dependence on land,agricultural inputs are rising but incomes are not high,low level of organizational management,basic supporting facilities are not sound,poor irrigation conditions,agricultural market information acquisition channel is impeded,and cross-border trade is not developed.Based on these problems,this paper puts forward some countermeasures and suggestions for policy makers to improve the poverty management and poverty alleviation of minority farmers in Yunnan border mountainous areas.
