乡村振兴背景下城乡融合发展的体制改革效应——基于跨时段省管县改革的实证检验被引量：6

Institutional Reform Effect of Urban Rural Integration Development in the Context of Rural Revitalization——Empirical Test Based on Cross Provincial Management of County Reform

摘要城乡融合发展是落实乡村振兴战略的重要一环。河南省省管县体制改革试点的实证结果表明,省管县体制对城乡融合发展具有促进作用,并具有较强的稳健性。具体而言,省管县改革对农村基础建设支出水平效应和农民收入增长效应皆具有积极作用。实证结果还显示,省管县改革对城镇化建设的影响并不显著,即城镇化建设的强势推进并非省管县改革的制度红利。因此,应对省管县改革的行政定位、实践方式、市县间关系进行跟踪考察,重新审视体制改革的双重效应。同时,加快顶层制度设计,完善配套制度与工作机制,结合地方经济社会发展实际,构建省级政府体制改革的多元实践形式和市县政府合作共享发展的运行机制。 The integration of urban and rural development is an important part of implementing the strategy of Rural Revitalization.The empirical results of the pilot reform of provincial governing counties in Henan Province show that the system of"provincial governing counties"promotes the integration of urban and rural development,and has a strong robustness.Specifically,provincial and county governments play a positive role in the level effect of rural infrastructure expenditure and the effect of farmers'income growth.Empirical results also show that the influence of provincial management on urbanization construction is not significant,that is,the strong promotion of urbanization construction is not the institutional dividend of provincial management of county reform.Therefore,we should follow up the administrative orientation,practice mode and the relationship between cities and counties in the reform of provincial and county administration,and reexamine the dual effects of the reform.At the same time,we should speed up the top-level system design,improve the supporting system and working mechanism,and combine with the reality of local economic and social development,construct the multi-practice forms of provincial government system reform and the operational mechanism of cooperation and sharing development between the municipal and county governments.
