摘要
有效化解房地产市场的突出矛盾和潜在风险、建立健全相关长效机制,亟待加快优化房地产市场调控和深化改革。为此,必须沿着"房住不炒"定位、"全民住有所居"目标所奠定的房地产市场调控基调与制度建设方向,坚持稳定市场的房地产市场调控与固本强基的制度改革短效、长效举措两手抓且有机结合,稳中求进把握好调控及改革的力度、节奏和平衡。其推进路径及其重点内容是加快构建科学规范、激励相容的房地产市场调控长效机制,协同推进住房租赁、土地、金融、财税等关键领域的改革突破和制度机制完善。同时,以城镇化的主体形态城市群为主要依托,不断拓展新时代房地产市场供求平衡、稳健协调发展的新空间。
To effecLively resolve Lhe ouLsLanding problems and poLenLial risks of China's real esLaLe markeL,and eliminaLe Lhe defecLs of relevanL mechanisms,boLh urgenLly need Lo opLimize real esLaLe regulaLion and deepen Lhe reform.Therefore,iL should adhere Lo Lhe real esLaLe regulaLion and sysLem consLrucLion direcLion seL by Lhe goal of"housing is for living in,noL for speculaLion"and"meeLing Lhe housing needs of all of people",insisL on grasping and organically combining Lhe shorL-Lerm and long-Lerm measures for real esLaLe reform while paying more aLLenLion Lo iLs inLensiLy,rhyLhm and balance.The paLh and key conLenLsareLo speed up Lhe consLrucLion of a scienLific,sLandardized and incenLive compaLible real esLaLe regulaLion mechanism,and promoLe Lhe reform of key areas such as housing renLing,land,financing and LaxaLion.Al Lhe same Lime,based on ciLy clusLers,Lhe new space for real esLaLe markeL wiLh balancing supply and demand,sLable and coordinaLed developmenL should be expanded in Lhe new era.
