摘要
新型城乡关系构建影响着连片特困区扶贫开发空间格局及脱贫攻坚成效,服务于片区脱贫攻坚和民众福祉增进目标,本文结合国家西南部的乌蒙山片区、中部罗霄山片区和东北部大兴安岭南麓山区典型片区新型城乡与扶贫开发调研信息,解读新型城乡关系"基础是区域发展空间结构优化,关键是促进要素交流畅通和实现要素增益,保障是城乡发展等值"的内涵,并在明确新型城镇化、乡村振兴、区域协调发展等三大战略益贫机理的基础上,提出了片区精准扶贫机制优化策略:注重城乡贫困关联,强化城乡扶贫开发联动治理;聚焦片区扶贫开发新资源,完善区域减贫社会支持体系;融入现代经济体系,挖掘片区发展新动能;适度推进竞争式扶贫,积极构建社会大扶贫格局;关注精准扶贫流程再造,提高扶贫开发治理水平。
Setting-up a new urban-rural relationship has affected the spatial pattern of poverty alleviation and development in the contiguous destitute areas and the effectiveness of poverty tackling.To serve the goal of getting rid of poverty and improving public welfare in the area,based on the survey information of the typical Wumeng Mountain area in the southwestern part of the country,the LuoXiaoshan area in the central part and the mountainous area in the south of Daxinganling in northeastern China,the thesis explains the new urban-rural relationship.The relationship underlies in such facts as optimizing the spatial structure of regional development,promoting the exchange of elements to achieve the gain from producing elements,protection has the equivalent value in urban and rural development.Also the thesis states that the new urban-rural relationship"is the key to"the connotation in a clear new urbanization,rural rejuvenation,coordinated development of the three major areas of strategic poverty alleviation mechanism.Furthermore,there are such suggestions in the thesis as precision poverty alleviation mechanism optimization strategy in the proposed area of:pay attention to the link between urban and rural poverty and strengthening the coordinated governance of poverty alleviation and development in urban and rural areas;focusing on new resources for poverty alleviation and development in the Area and improving the social support system for regional poverty reduction;integrating into the modern economic system and tapping the new momentum of development in the Area;moderately promoting competitive poverty alleviation and actively constructing the pattern of large-scale social assistance to the poor.Concerned about the precise poverty alleviation process reengineering,raise the level of poverty alleviation and development governance.
