摘要
2008年国际金融危机爆发后,欧美国家纷纷反思并纠正危机前的"去工业化"进程,为尽快走出危机,恢复经济增长,相继推行"再工业化"战略和制造业重振计划。此次欧美国家掀起的"再工业化"浪潮远非一般意义上的恢复和振兴传统制造业,而是通过生产关系、生产方式以及技术革新,使工业重新焕发强大生命力和竞争力。文章从"再工业化"的背景和动因出发,梳理了欧美主要发达国家采取的主要措施及取得的成效,认为"再工业化"将成为欧美经济增长的重要推动力,但不同国家间的战略实施效果将进一步分化。最后归纳欧美"再工业化"战略对我国的影响和启示,提出加快推进产业结构优化升级,重塑工业发展比较优势的政策建议。
After the outbreak of the international financial crisis in 2008,the European and American countries have reflected and corrected the deindustrialization process before the crisis.In order to get out of crisis as soon as possible and recover economic growth,they have practiced the reindustrialization strategy and plan to revive the manufacturing industry in succession.The wave of reindustrialization set off by the European and American countries is far from the recovery and revitalization of the traditional manufacturing industry in the general sense,but intends to make the industry to regain powerful vitality and competitiveness through the innovation of the production relation,production mode and technology.This paper starts from the background and motivation of the reindustrialization,combs the main measures and achievements of the major developed countries in Europe and America.This paper holds that the reindustrialization will become an important driving force for economic growth in these countries,but the effect of the strategy will be further differentiated in different countries.Finally,this paper summarizes the impact and enlightenment of the reindustrialization strategy in Europe and America,and puts forward some policy suggestions to speed up the optimization and upgrading of industrial structure and reshape the comparative advantage of industrial development.
