摘要
中国房地产的土地增值收益,为被征地农民、被拆迁城镇居民、以房地产开发商为代表的用地单位、地方政府和住房投资者所获取,国家利益体现非常不充分。房地产土地增值收益分配应遵循马克思主义原理实行国家利益最大化原则,这符合分配归属的逻辑性、共同富裕的公正性、国民经济的效率性和安全性。维护公有制、抑制国有资产流失和社会两极分化,要求农村征地补偿以生活需要为原则,城镇拆迁补偿以居住需要为基点,政府土地使用权出让短期化,按税制征税,坚持土地使用权到期基本市场化续费。
The appreciated value of land of Chinese real estate has been acquired by the landless farmers,urban relocation household,units using the land represented by real estate developers,local government and housing investors,the national interests are very inadequate.The income distribution of appreciated value of land of real estate should follow the principle of Marx doctrine and implement the maximization principle of national interest,which is consistent with the logicality of distributive ownership,the fairness of common prosperity,the efficiency and safety of national economy.To preserve the public ownership,inhibit the loss of state assets and the social differentiation,we should follow the principle of rural land requisition compensation based on the lives need,and urban demolition compensation based on the housing needs,shorten the duration of transfer of right to use state-owned land,levy taxes according to tax system,adhere to the basic market-oriented renewal for the expiration of land use right.
