摘要
高标准基本农田建设对于耕地的非市场价值具有重要的提升作用,因此,耕地非市场价值特征是高标准基本农田建设规模和布局的重要测度,是农民对于耕地多样化需求的重要反映,从耕地非市场价值特征对高标准基本农田规划建设规模和时序进行优化,具有较强的现实意义。基于此,本文以湖北省房县为研究对象,运用PSR模型剖析耕地价值尤其是耕地非市场价值、农户需求与高标准基本农田建设存在的内在关系,采用改进的揭示偏好法、替代市场法及当量因子法估算耕地非市场价值,并将耕地非市场价值的分布特征与基本农田布局进行比较,检验耕地非市场价值特征是否对高标准基本农田建设具有指导性,从而对高标准基本农田建设规模进行优化,最后通过四象限法对高标准基本农田的建设时序进行分析。结果表明:优化后,从建设规模来看,九道乡等四个乡镇高标准基本农田建设规模变小,而白鹤镇等四个乡镇建设规模增大,高标准基本农田建设规模存在优化空间。从建设时序来看,尹吉甫镇等六个乡镇作为高标准基本农田的优先建设区,而九道乡等五个乡镇只需适当安排高标准基本农田建设规模。基于本文得出的规模优化和时序分析结果,通过开展高标准基本农田建设,一方面能使耕地的经济价值最大化,又使社会和生态价值最大化,能够满足当地农民对于耕地多样化的价值需求,体现高标准基本农田建设的目的和意义,另一个方面,能够尽快缓解城市周边优质耕地被侵占而导致的社会不稳定因素,为高标准基本农田建设规划编制提供借鉴。
The construction of high-standard basic farmland plays a very important role in promoting the non-market value of cultivated land,thus this kind of non-market value could be regarded as an important measure of the scale and layout of high-standard basic farmland,as well as a key reflection of farmers’diversification of cultivated land demand,it is of great practical significance to optimize the scale and timing of the planning and construction of high-standard basic farmland based on the feature of non-market value of cultivated land.Based on this,this paper takes Fang County as the research area,and utilizes the PSR model to analyze the intrinsic relationship among cultivated land value,especially its non-market value,farmer’s demand of land and high-standard basic farmland construction.Meanwhile,the spatial distribution characteristics of non-market value are compared with the basic farmland layout to check whether the non-market value characteristics of cultivated land are instructed on the construction of high-standard basic farmland.Finally,the improved revelation preference method,the alternative market method and the equivalent factor method are used to establish the quantitative model of non-market value of cultivated land to optimize the scale of construction of high-standard basic farmland construction,and followed by the analysis of construction timing of high-standard basic farmland through four quadrant method.The results show that the construction scale of high-standard basic farmland in four townships has become smaller after the optimization,conversely the scale in another four townships,such as Baihe township,has increased,and the overall optimization of construction scale has considerable space.From the result of construction timing,Baihe township and other five townships could be set as a priority construction area of high-standard basic farmland,and Jiudao township and other four townships may be arranged construction scale of high-standard basic farmland in an appropriate level.The high-standard basic farmland construction based on the empirical optimization and timing analysis in this paper can maximize not only the economic value of cultivated land,but also the social and ecological value.On the one hand,it meets the diversified demands of local farmers for cultivated land value,which embodies the purpose and significance of construction.On the other hand,it could alleviate the social instabilities caused by the encroachment of high quality cultivated land surrounding the cities,and provide references for planning of high-standard basic farmland construction.
