摘要
东南亚国家从威权走向民主的政治发展之路曲折动荡,面临宪政民主、经济增长、分配公平、民族和解等诸多艰巨任务,这条路各国走得不尽相同,但是,一个大致相似的经历是,民粹主义是其间影响最为广泛和冲击最为强烈的政治考验。东南亚民粹主义涵盖了该地区普遍存在的各种大众政治现象及其背后的精英政治,它在民主的躁动中萌发,在精英的博弈中成型,展现出3个层面的形态,一是强调分配正义的福利导向,二是突显阶级政治的左翼色彩,三是基于政治竞争与生存安全的策略选择。相比于欧美和拉美,东南亚可谓民粹主义的新发地,有着丰富的本土体验与独特的区域特色,东南亚民粹主义的整体性视域有助于探索该地区的政治共性与民粹主义区域特质。
For Southeast Asian Countries,the road of political development from authoritarianism to democracy is long and grueling.They are confronted by many intimidating tasks such as constitutional democracy,economic growth,distributive justice,and national reconciliation.Every country walks this road differently,however,they share a roughly similar experience:populism is a political challenge during which the country is most widely affected and heavily impacted.Southeast Asian Populism covers all types of widespread public political phenomena of the area,as well as the meritocracy behind them.Sprouted from the restlessness of democracy,populism takes form in the game of the elites,and displays three levels of pattern:the first is welfare oriented,stressing justice in distribution;the second is left-winged,putting highlight on class policy;the third is strategical choice,basing on political struggles and survival safety.In contrast to Europe and Latin America,one may well say that Southeast Asia with its abundant local experiences and unique regional features,is the new birthplace of populism.The unified vision of Southeast Asian Populism can prove helpful in exploring the area’s political similarities and populist features.
