特朗普政府在气候和能源问题上的主张,改变了美国可再生能源产业发展的政策环境。在此情况下,充分认识新能源在市场竞争中已经取得的成绩以及保持增长态势的有利条件,有着十分重要的意义。与此同时,为了深入了解可再生能源产业健康发展所需的政策支持,也需关注政策变化可能带来的消极影响。最根本的问题仍是如何看待政府在推动能源低碳化进程中应起的作用。美国的相关经历显示,在促进可再生能源技术创新和研发成果的商业应用转化,降低新能源产品进入市场的阻力方面,政府起到的推动作用,是市场力量难以替代的。
The Trump administration's position on climate and energy issues has greatly reshaped the policy landscape of renewable energy industries in the United States. It is of criticalsignificance in this context to fully realize the achievements already made by new energy in market competitions, as well as the favorable conditions that have maintained the growth momentum. At the same time, negative effects of policy changes deserve our attention in order to fully understand the policy support necessary for the healthy development of renewable energy industries. Among all relevant issues, the most fundamental is how we should think of the government's role in promoting low-carbon energy. The US experiences in this regard have shown that the government has an irreplaceable role to play in enhancing innovation of renewable energy technologies, commercialization of R&D results, and lowering the threshold of market access for new energy products.
