摘要
三医联动是我国医改和基本医疗保险制度改革一贯坚持的基本方略。新医改以来,在党中央、国务院的领导下,"三医"三个领域的改革应该说都有不同程度的进展,也取得了很大的成绩。特别是在保障人民群众基本医疗需求、促进人民健康等方面发挥了重要作用。实施健康中国战略,完善健康保障,一定要理性推进"三医联动"。所谓理性推进,就是"三医"都要围绕促进和保障人民健康这个中心,合力推进改革,同步推进改革,配套推进改革。"三医"之间既要有统一的意志、统一的目标、统一的行动,又要尊重"三医"各自的特殊规律、业务范围、法定职能和工作方式。
The linkage among health service,medicine and medical insurance is the basic strategy that China's health care reform and the basic medical insurance system reform have consistently adhered to.Since the new health care reform,under the leadership of the Party Central Committee and the State Council,the reform in these three fi elds has progressed in varying degrees and great achievements have also been made.Especially,it plays an important role in guaranteeing the basic medical needs of the people and promoting the people's health.To implement the"healthy China"strategy and improve health protection,we must rationally promote the tripartite reform in health system.The so-called rational advancement,that is,the health service,medicine and medical insurance should focus on promoting and safeguarding the people's health and work together to promote the reform.There should be a unifi ed will,a unifi ed goal and a unifi ed action between the three areas and we should also respect their special laws,scope of business,statutory functions and working methods.
