摘要
由注重政策制定转变为经办能力提升,是经办机构肩负的建设质量医保的使命决定的,是在医保大政方针政策基本具备的前提下作出的必然选择,是贯彻落实科学发展观的内在要求。加强经办能力建设,要在提升政策执行能力、医保专业能力、坚守与创新能力和加强作风建设上下功夫。
Transformation from policy development to handling capacity promotion is determined by the responsibility of developing qualified medical security system undertook by agencies, is the inevitable choice on the basis of fundamental medical security policy, and is the motivation of applying the Scientific Outlook on Development. In order to strengthen the handling capability of agencies, efforts must be made on improving such abilities as policy execution ability, medical security professional ability as well as persistence and innovation ability and on improving the style of work.
