摘要
改革开放40年来,中国的扶贫工作成果斐然,从"粗放扶贫"到如今的"精准扶贫"更是质的进步。但是,当下扶贫攻坚碰到"硬骨头",客观形势严峻,政府扶贫机制尚不成熟,多方合作机制不完善。我们必须要根植于贫困地区客观环境,实事求是地从政府扶贫的落实机制和政府与其它主体的合作机制入手,加快形成科学有效的制度体系。一是要进一步加大扶贫支持力度,二是完善政府自身的落实机制,提高扶贫效率和质量,三是要在"精准扶贫"的思路和机制上进一步创新,尤其是需要集合各方力量,优势互补,放大协同效应。
Since the reform and opening up 40 years ago,China's poverty alleviation work has made remarkable achievements,from"extensive poverty alleviation"to now"targeted poverty alleviation"is a qualitative progress.However,at present,poverty alleviation is facing tough challenges.The objective situation is grim,the government poverty alleviation mechanism is not mature,and the multi-party cooperation mechanism is not perfect.Future reforms may be rooted in the objective environment of poverty-stricken areas,start from the implementation mechanism of poverty alleviation by the government and the cooperation mechanism between the government and other bodies in a practical and realistic way,and accelerate the formation of a scientific and effective system.First,we need to step up support for poverty alleviation.Second,we need to improve the government's own implementation mechanism and improve the efficiency and quality of poverty alleviation.Third,we need to make further innovations in the idea and mechanism of targeted poverty alleviation.
