摘要
公众参与政府购买公共图书馆服务是公民依法参政、享受公民权利的需要,是政府转变职能、提升文化治理能力、消除购买风险的需要,对实现政府购买公共图书馆服务目标有其现实意义与价值。本文从公众参与主体的设定、参与过程与程度、参与方式与渠道等角度,论述了公众参与政府购买公共图书馆服务的实现途径,并对政府与公众在法律和制度的框架下,构建广泛而有效的公众参与机制提出了建议。
Public participation in government purchased public library service is the requirement of citizens＂ participation in politics and enjoy the rights according to law, is the need of changing its function of government, enhancing cultural governance ability and eliminating the purchase risk, has its practical significance and value in realizing the government＇s purchase of public library service. This paper discusses the ways of public participation in public library service from such aspects of the parties, ways and channel, process and degree of public participation, and puts forward some suggestions on how to build a broad and effective public participa- tion mechanism under the current framework of law and system.
