摘要
农村经济改革是我国整体改革开放战略的重要组成部分。文章基于约束条件和发展战略、农村经济制度、微观主体行为选择、经济发展绩效的依次影响关系,构建了农村经济改革的分析框架。该框架阐释了我国农村经济改革40年的内在逻辑,强调农村经济改革经历了"粮食增产主导"和"农民增收主导"两个阶段,且制度变革的核心是推动政府-市场关系调整,主线是放松政府管制、激发市场活力并转变政府经济职能。现阶段我国经济从高增长阶段转向高质量发展阶段,农村经济随即开始步入城乡融合主导阶段,这内生地需要深化农村经济改革,且在政府-市场关系持续调整时需要关注政府间、市场间的结构特征,由此可引申出新时代背景下推进我国农村经济改革的若干政策建议。
Rural economic reform is an important part of China＇s overall reform and opening-up strategy.Based on the relationship between constraint conditions and development strategy, rural economic system, micro-subject behavior choice as well as economic development performance, this paper constructs an analytical framework for rural economic reform. The framework interprets the inherent logic of 40 years of China＇s rural economic reform and emphasizes on rural economic reform that has experienced two stages of both the＂dominance of grain production＂and the＂dominance of farmers＇ income＂, the core of which is to promote the adjustment between the government and market, and the mainline of which is to relax government regulation, to activate market and to change the government economic functions. Currently, our economy turn from high growth stage to high quality development stage, while the rural economy is starting to enter the leading phase of the urban and rural integration, the endogenous need to deepen the reform of the rural economy, and to pay attention to the inter-government and inter-market structure characteristics during the continuous adjustment between the government and the market relations, which can extend several policy suggestions to push forward our rural economy reform under the background of new era.
