摘要
当前国际传播环境发生了深刻变革,全球化与新世界主义对国际传播的格局影响深远,互联网的发展影响国际信息传播的秩序。面对新的传播形式,国际传播规则表现出了明显的松散性和滞后性,对国家主权、国家安全、社会秩序以及公民权利等方面出现的新问题都难以发挥应有的效力,严重阻碍了新秩序的建立。基于此,本文将传播权理论运用到国际传播新秩序和国际传播法律体系建立中,在传播权视域下从主体权利、主体能力和主体责任三个方面探索传播权理论框架建构的新路径。
As the international communication environment is undergoing profound changes, the globalization and the new cosmopolitanism have a far-reaching impact on international communication, and the development of the Internet is affecting the international information and communication order from technologies to concepts. Facing these new communication forms, the laws seem to be loose and lagging, which seriously obstruct to establish a new order. It is difficuh to play a good role in some new issues of national sovereignty, national security, social order and civil rights. This paper proposes to apply the theory of the right to communication to the practice of constructing the new order and law. We will put forward a practical path from three aspects, such as subject rights, abilities and responsibilities.
