摘要
基于林权抵押贷款需求、供给两方面,分析影响农户林权抵押贷款可获得性的因素,得出阻碍林权抵押贷款可获得性的主要因素是农户贷款难、担保难、贷款贵,金融机构评估难、监管难、处置难。在此基础上,以福建省三明市推行的金融产品“福林贷”为案例总结其成功经验,并提出通过开发提升涉林金融产品,健全林业金融风险防控机制,探索简化林权抵押评估手续,消除影响林权抵押贷款可获得性的障碍因素,提高农户林权抵押贷款可获得性。
The paper analyzed the factors influencing the availability of forestry tenure mortgage loan for farm households based on the demand and supply aspects. It was concluded that： the main factors hindering the availabil- ity of forestry tenure mortgage loans are loan difficulties, guarantee difficulties, high loan costs for farm households and evaluation difficulties, regulatory difficulties, handling difficulties of forestry tenure for financial institutions. On this basis, taking the financial product＂Fulin Loan＂implemented in Sanming City of Fujian Province as a case to sum up its successful experience. Based on the conclusions, the corresponding recommendations including de- veloping and promoting of forest-related financial products, perfecting the forestry financial risk prevention and control mechanism, exploring how to simplify the evaluation procedure of forestry tenure mortgage were put for- ward to eliminate the obstacles affecting the availability of forest tenure mortgage loans and improve the availability of forest tenure mortgage loans for farm households.
