摘要
日本是世界上主要猪肉进口国之一。日本稳定猪价的做法值得借鉴。本文分析了日本生猪产业现代化、产业化和组织化的发展,研究了其高效的猪肉流通模式,归纳总结日本保护生猪产业的生产、市场和贸易支持和调控政策,评估了政策效果,包括以支持上游中等规模生产者为重点的价格稳定制度、养猪经营稳定对策、配合饲料价格安定制度、金融贷款扶持等生产支持政策、冻猪肉收储等市场调控政策以及门槛进口价格、紧急措施关税保护等贸易政策并分别从重点支持对象、猪肉供应链建设、组织化水平、生产支持和市场调控政策等方面总结了可借鉴经验。
Japan is the main import country of pork in the world and the practices of guaranteeing the stability of pork price show significant reference. In this paper, the development of the modernization,industrialization and organization of pig industry in Japan are analyzed and its highly efficient logistics mode of pork is investigated, followed by summarizing and evaluating the protection policies of pig production, market and trade support and regulation as well as its effects, including the price stabilizing mechanism focused on the medium scale of pig farmer, pig production management stabilizing strategy,compound feed price stabilizing program, financial and loaning support, the purchasing of frozen pork and the threshold gate price of import pork and emergence tariff protection. Finally, the reference experience on the main body supporting by policy, construction of pork supply chain, organization, production support and market regulation policy are proposed.
