东北冷凉区粮豆轮作模式探析 被引量:4

摘要 2015年底,国家发布相关文件,明确在东北冷凉区调减玉米种植面积、发展粮豆轮作,东北冷凉区现有种植结构发生较大转变,对当地土壤环境和农民收益产生一系列影响。为了解东北冷凉区粮豆轮作政策执行的现状及存在的问题,对位于第四、第五积温带的黑龙江省嫩江县进行相关调查,发现粮豆轮作政策效果明显,大豆播种面积出现较快增长,但同时轮作开展受到自然条件的限制和农产品比价不平衡的制约。为使粮豆轮作可持续开展,需以当地特殊气候条件为基础安排合理轮作模式,以市场为导向调整农作物之间的比价,充分发挥新型农业经营主体的作用,合理引导农民开展轮作。 At the end of 2015, China issued relevant documents, which required the reduction of maize planting area and the development of rotation between grain and soybean in the cold area of Northeast China.The existing planting structure in the cold area of Northeast China has changed greatly, which has a series of impacts on the local soil environment and farmers' income. In order to understand the status quo and existing problems of the policy implementation of the rotation between grain and soybean in the cold area of Northeast China, the investigation was conducted in Nenjiang county of Heilongjiang province located in the fourth and fifth accumulated temperature zones. Based on the investigation, the authors found that the rotation between grain and soybean had obvious implementation effects, and the soybean planting area had shown a rapid growth,but at the same time, the rotation was restricted by natural conditions and unbalanced price ratio between agricultural products. In order to enable the sustainable implementation of the rotation between grain and soy bean, the authors put forward the policy foci such as arranging reasonable rotation patterns on the basis of local special climatic conditions, market-oriented adjustment of price ratio between agricultural crops, giving full play to the role of new-type agricultural management entities, and reasonably guiding farmers to carry out the rotation among crops.
