摘要
农民自组织公共参与存在诸多失范行为。究其成因而言,一是农民自组织外部制度规范复杂性和公共参与主体地位不对等;二是农民自组织公共参与存在理论基础契合度不高、初始动机公共目标缺失、组织文化公共意识淡薄和公共精神缺失、组织结构科层制缺失、组织制度细化不足、公共参与认知不足等内部约束。农民自组织公共参与行为改进路径包括两个方面:一是改进农民自组织公共参与外部制度规范与营造公平对等的公共参与环境;二是调整公共参与行为理论基础、树立合理的公共参与动机、增强公共参与意识、培育公共精神、完善组织结构、细化公共参与规则和提升公共参与认知。
There are many anomie behaviors in peasant self - organization＇ s public participation. In terms of its causes, Firstly, the complexity of the external system criterion of peasant self - organization and the unequal status of the public participation subjects; Secondly, the peasant self- organizations have the following internal constraints： low theoretical integrating degree, lacking of public target of initial motiva- tion, weak public consciousness of organizational culture, lacking of public spirit, lacking of organization structure bureaucracy, deficiency of organizational systems refinement and public participation recognition. The improvement paths of peasant self- organization＇s public participation behaviors include two aspects： Firstly, improving the external system criterion of peasant self - organization＇ s public participation and building the fair equivalence public participation environment. Secondly, adjusting the theoretical basis of public participation behaviors, establishing reasonable public participation motivation, enhancing public participation consciousness, cultivating public spirit, perfecting organization structure, refining public par- ticipation rules and improving public participation cognition.
