摘要
主权信用评级是晚近在金融资本全球化背景下信用评级空间性发展的一个主体类别。评级的调降对主权国家的经济安全和政治生态环境会产生重大影响,因此主权国家对评级制度是否公正、评级结果是否准确具有高度敏感性。由国际三大评级机构垄断的现行主权信用评级,因其商业机构承担超主权组织功能而遭遇实践难题:主体错位、背离债权债务本质、国内法替代国际法等等。这些导致国际社会对现行主权信用评级的存在产生认识断裂,主权信用评级存在困境。对于因身份政治所导致的对中国主权信用的评级结果,我们在"不在意"的同时,必须加强我国的制度应对。建设具有内部外部化和外部内部化双重制度能力的评级体系是中国应对的制度路径。
The sovereign credit rating is a main category of the spatial development of credit rating in the background of financial capital globalization recently. Since the downgrade has a significant impact on the economic security and political ecological environment of sovereign states,therefore,sovereign states are highly sensitive to the fairness and accuracy of the rating system.The existing sovereign credit rating,which is monopolized by the three major international rating agencies,is a practical problem for the commercial institutions to undertake the function of the super sovereign organization： the main body misplace,deviate from the essence of creditor ＇s rights and debt,and domestic law replaces international law＇s rating hegemony,etc. These have caused the international community to recognize the existing significance of the existing sovereign credit rating has been broken,which leads to the existential dilemma of the existing sovereign credit rating. As a result of the rating of China＇s sovereign credit caused by identity politics,while we are not ＂care＂,we must strengthen our system response. To construct a rating system with internal externalization and external internalization dual system capability is the system path that China should respond to.
