摘要
负面清单管理是自由贸易实验区改革和制度建设的基石。为了服务于自由贸易港的建设,负面清单管理的制度价值必须在更高的平台探索升级。国际多双边层面、中国香港及新加坡自由贸易港、发展中国家实施负面清单管理的国际经验,可为我国自由贸易港的建设提供诸多启示和借鉴。未来进一步深化负面清单管理所带来的衍生效应、注重宏观经济管理与微观经济自由相平衡、推行负面清单评估与储备等制度实属自由贸易港建设的应有之策。
The negative list is the foundation of free trade zone of reform and system construction. In order to serve the construction of the opening of Free Trade Port（ Hereinafter referred to as FTP）,the system value of negative list management must be upgraded on a higher platform. The experience of negative list management of mature international multi and bilateral level as well as China Hong Kong and Singapore FTP can provide many enlightenment and reference. In the future,it should further deepen the derivative effect of the negative list management,pay attention to the balance between macroeconomic management and microeconomic freedom,and implement the negative list evaluation and reserve system as the main work of the construction of FTP.
